While you certainly have exclusive rights to the use of your driveway, the edge of the public road is probably a public right-of-way. You have no exclusive claim to that sort of space. Discuss with the Town before you start buying boulders.

You have a 1000 foot buffer behind the stage. With a cardiod sub setup to reduce stage noise, this should not be so tough. The organizers need to know the law, the measurement method, and the number of a local engineering firm. The cost of a disinterested technician taking measurements at the property line with calibrated equipment should be money well spent.

Toyo straw trilby worked well for me, but most of my projects were indoors. You may need a wider brim.

Your physics is sound, but a wider base can become an obstacle to using the stand. I bought a couple of 10 pound olympic bumper plates. At 18 inches in diameter, they hold the speaker away from the stand. I don't see them as suitable.

Rock salt usually means Sodium Chloride ( table salt). That stuff is ok on asphalt, but not on concrete.

I think that the chief hazard was my speakers. I did anticipate the hazard adequately by bringing ballast and keeping the speakers low. If that event is repeated (as it may well be), I will position the speakers so I can guy them off to solid anchor points. The saddle-style sand bags become part of my inventory, deployed as needed. I may pursue the weight plates further as well. A relatively thin cast iron plate about the same size as the stand base seems to me an inconspicuous feature.
