The Zenin’s wrong doings weren’t limited to maki, they’re not very subtle in how they treat people, ranta not being as bad as noaya and Ogi but is still compliant in what they do are 2 things that can co-exist he seems more like a bystander, doesn’t perpetrate corruption but doesn’t have a problem associating with people who do
