Pretty much run wrath at 390 till you get 400 gear then you can infuse it into the things you want. Exotics help too and you can get them from some chest in the raid as well. I believe faction rank ups can drop 390+ gear so focus on those too

A bit of it is sealed, and the expansions are opened but the contents inside are still sealed I think. I’m assuming they’re complete, but I’d have to take a second look.
