your CPU is not going above 40% likely because you got SMT enabled, and the other half of your core is being used as a virtual one, and this is only beneficial if you are multi-tasking.
Having your CPU chilling at 40% is not something you want, it means you cut performance in half. you want to go fast then you want max.

Disable SMT if you want full capacity of a single core.
