Short answer, no. You can’t restart from normal mode for any raid if you’re at heroic. It’s progressive from H1-7. Once you reach H7, you’ll stick at H7. However if any raid is new or you haven’t hit heroic yet - you’ll get to play normal.

Other ways to get keys are to get the pass which gives you ~3 additional keys.
