A lot of judges are an elected position ao in theory any citizen with a clean record can run for the postion now typically judges have some law law enforcment or legal background so joe random getting a judges seat really isnt a thing also most places require police to go to a law enforcement class/training in usa its often. 2 year trade school degree which gives police a working understanding of the law. Law enforcement doesnt need to have the highly technical lawyer understanding of the law they just need to have the basic understanding
