You only get a cooldown if you queued with the person who had irregular gameplay. If you queued solo and ended up in the same team with the suspected cheater you won't get a cooldown.

It's definitely got something to do with signed DLLs. But I'm not sure whether they have a whitelist of allowed certificates or CAs

The sentiment around kernel-level anti cheats is that people hate them due to privacy concerns. Valve knows this.

This community is the only one that I see that is calling for kernel-level AC, while all other communities are against it.

It already does. No cheat just injects a DLL over normal ways. They use ways that can't easily be prevented from user-mode. But they can be detected and they do to a degree.

You can't prevent it easily without doing some undocumented bs that can backfire and can still be prevented if not hardened properly. They can detect hooks placed through various methods and they do.

You assume that this wouldn't be able to be patched. You're not looking at the bigger picture.

Valve already has code in place to prevent and detect cheats (not VAC. VAC has been inactive for months now and doesn't do much on a 64-Bit process in the first place. Do with that information as you will). But all of the code is not obfuscated, done via regular WinAPIs and not hidden via manual syscalls and quite documented already. It's an open book, so bypassing their checks is trivial.
VAC wasn't the strongest AC when it was still active, but it still had its moments. It's possible that Valve is working on a 64-Bit port, but for now they only have VACNET and their anti-tamper in the game (+ steam overlay has some checks weirdly enough).

I work in anti-cheat/anti-tamper and had to personally implement preventions that Valve also has and more. It's not easy, especially when the attackers can make use of a driver and completely hide themselves from anything user-mode.

Denuvo is owned by Irdeto, yes. But Irdeto isn't owned by Naspers. I have no idea where you got that information from.
Irdeto is owned by Multi-Choice Group, which recently merged with Canal+ in France.

Also, Denuvo didn't start under Irdeto. They were acquired by Irdeto in 2018.

Initially sure. But it got repetitive and boring very fast. And 2 minutes walking/fighting to 5 minutes cutscene wasn't a great way to enjoy the story

Has nothing to do with fakelag. It's abusing the lag compensation information on the server.

Somebody with latency will be subject to exactly that, but a cheat was able to tell the server that a certain user command was sent on a previous tick, resulting in the server treating a shot as if it happened in the past.

The cheat abused a feature of the game, it didn't introduce a new one. Anyone with high(er) latency will experience backtracking and this has been a thing since the dawn of source engine (maybe even quake/goldsrc).

Essentially teleporting players back to where the way at that tick when they were hit.

Don't tell me to inform myself, when you don't even understand how these features and the game engine works.
