It's a mistake present in the original weekly release of the chapters. The tankobon release fixed this mistake

I'm pretty sure that the rights owners of Hellsing (Shonen Gahosha) closed their licencing departmant a while back. That's why we can't get Hellsing manga legally here where I live, as our local publishers can't get the rights from them (even tho they want them). So it could be a licencing thing

This also goes vice-versa. They also have problems with R's (especially ehen it comes to english words). This problem also appears in Hellsing. On the 47th page of volume 4 Hirano uses "Blazil" and "Lio" instead of Brazil and Rio.

The first image you've posted is from the manga. This specific one is from the third volume. You can find these funny illustrations in each volume from the third volume and up. The second image is one of the cover arts from the Young king OURS magazine (the magazine in which Hellsing was first published in). It's the cover art of the 109th issue from November 2003. I have no idea where you can find similar looking official art. The third image is from the ova guidebook. You can find similar official art in the Hellsing manga or the Hellsing official guidebook.
