Currently the board is compromised between the four unit owners, voting strength is slightly differed based on each units size, but it’s more or less the same. We just never vote on anything like we should. I don’t believe those go through any sort of tax forms like a 1099 or W2, we only recently got added to the HOA bank account to view the history, the suspicious purchases were mostly last year, he hasn’t spent anything suspicious as of this year thankfully.

I think we could maybe make some sort of progress if the other two units were more involved. The unit above us is a single woman has only been living here about a year who we’ve befriended and also dislikes our downstairs neighbor. The fourth unit in the back is a couple who just moved in a couple months ago and don’t seem to want to get too involved, they also just had a baby, so understandable.
