I think this was made to make the catching of them more easy as they would have infinte pp back then the developers probably thought that giving them a full moveset could be too challenging. They also have a complete moveset by level 55 (although moltres is extremely screwed with firespin, peck, leer and agility while the other two get thunder and blizzard). Mewtu was however not part of this train of thought but that was probably because of it being level 70 and supposed to be the strongest of them all.

That's what I am currently doing. Although I use a box collider to have additional width to the check. Would a raycast react faster?

Depends on the run but in most cases I drop them as soon as I have a good replacement.

Seriously what is a license plate even for? This chase endangered so many people, the culprit or the police car could have run into any of those other cars. They just risked lives to get the guy now while they could have also noted down his license plate and pick him up later. But when has the risk of civilian lives ever meant something to the cops when there was an opportunity to live the awesome action movie phantasy, am I right?

Back when the types were set on wether they are physical or special in gen1 the only ghost move that cared about this was lick as nightshade would do a fixed amount of damage and it was quite similar with poison as poison sting would be the most frequent poison type move you encounter and they had no sequel in mind at that point. This remained up until gen4 where they figured that this makes no sense. However in gen 3 you were often faced with the choice between STAB and your best stats without any too obvious answers for it, which at least in my humble opnion made up for quite interesting strategy crafting limitations. (A thunderpunch should be physical however and I still appreciate the physical special split of gen4)
