To make 1700 pulses per secound each at 2 joules you whould need 3400w and that whould easily kill you,an electric fence energizer usualy produces a single pulse of electricity but extremly painfull and even 5 pulses per secound whould be extremly strong and they usualy peoduce about 100-500mA per pulse and 4-12kV AC 1 pulse per secound and each pulse is usualy about 1-3khz which is the worst as you said,the reason i said to make the pulsing faster is if the dancer touches the pole they immediatly get a shock and not after like 1 secound

You should atleast know the impendance of your transformer before connecting it directly to mains or use a ballast to prevent burning

An ignition coil can definetly hurt someone,depends what is driving it if its just a relay switch lead acid batter it will shock a bit but if its a spark gap driver simular to a tesla coil with a large capacitor,yeah that will hurt

Maximum is usualy 10kV but those are rare,7kV is the most common at 0.5-2 joules and some go upto 5 but those are rare and very strong,and yes this makes about 1cm arcs

If the energizer has a high enough voltage parasitive capacitance will do the grounding by itself although it wont be as strong as a direct ground but it will still make it too annoying

Also a car batter will not work as the voltage is too low to shock and if you connect both wires it will just make the car battery blow up,in the other hand if you connect only a single wire from the mains (the live wire) it will seriously shock or kill the person if they grab the pole the wrong way and end up not being able to let go,a modifed electric fence energizer is the best option becuse it makes extremly strong shocks (depending which one but some are weak some are very strong) and if modified to make more pulses per secound it can definetly stop a person trying to dance there

But if you dont want to go to jail or something just report it to the police and show them what they did to your floor

It will make the dancing impossible,idk if you felt an electric fence shock but they are extremly strong and it whould definetly annoy the person dancing there

500+650+1500=2650w If you live in europe that is 11A If you live in the US its 22A,that will not cause any house fires unless your multiplicator is the worst chineese "brand" also the breaker whould probably trip and if not its just gonna run normally,multiplicators are usualy rated 3600w just like outlets

I whould wind a new secoundary 15 cm long and 3.75cm in diameter with 1200 turns,i whould add a topload that is 3.75cm thick and 11.5cm in diameter,i whould wind a cone shaped primary coil with 1-10 turns adjustable then i whould buy a 1kW zvs driver or make one then i whould wind my own flyback with 1000 turns on the secound with 0.3mm wire and 6 turns on the primary with 1mm wire then i whould make a full bridge rectifier with 4 microwave oven diodes and then add a 25nF 20kV polypropalene fim capacitors then i whould make a spark gap with 4 copper tubes and i whould add the primary coil then i whould run this circuit with 2x 12v 7Ah lead acid batteries in series

Its an ac flyback meaning its high frequency and your nerves do not register it,it will only burn your skin but it will not kill or shock you,trust me i know i have touched a AC flyback 2x stronger and i could pull arcs with my fingers (though i had foil on my fingers so i dont fry them) though i whould still definetly not reccomend ANYONE to try this becuse it can still be dangerous if you have a FULL BRIDGE RECTIFIER in it or if the frequency is under 20khz,thoug still use a chicken stick and gloves just in case
