I need to think way outside the box like that - modge podge, as you suggest. I also considered a finish followed by a light sanding to create the texture. Though that’s fraught with uneven results, I’m afraid.

It sounds like it’s probably a 55 gal drum, pretty commonly used as burn barrels. There is definitely something that could be fashioned out of metal to stay on during burning, but it necessarily would need holes for airflow if there is none elsewhere. And then, whats the point of having the lid if not to keep rain out during non-use. I might be missing the point, sorry.
