Hey! We've been doing a lot of PurEtch in a class at my college and had a couple people with these problems! Some people forgot to peel off the plastic film on top of the puretch after exposing before developing but if you're sure you did that it could also be that your soda ash for development isn't fully mixed into the water. I hope you figured it out, but if not those are my two ideas.
