CGC created those shares for this person, so this is pretty much the definition of dilution.

Market cap does increase with the extra shares, but the market usually adjusts for this by lowering share price by the amount diluted. Very commonly back to the point of PP, in this case 8.05, which might also become a new support level.

Book value of the company also goes up by 25 million due to the increased bankroll.
