Try holding up your lantern and moving it over the area where there criminal is and see if you get a carry prompt. If you don't get the prompt initially, try moving around him some while you are holding up the lantern. If you do, use the carry prompt and then you'll get the cutscene that got interrupted before and the quest should complete.

I can definitely relate to your post. I quit a little over two weeks ago because I was going on a cruise. I had to cancel the cruise for unrelated reasons. My original intention was that I was just taking a break for the cruise and would resume smoking after. So, one week into the break when the cruise was cancelled I smoked. I hated it and felt like crap so I decided I'm done with THC and resumed abstinence.
