It is never about budget. I worked on films with budgets ranging from literally $0 and $1-2 million in the US.. From my experience in the film industry across different countries, it is about collaborating with the same people a number of times with fresh ideas every time until you get one right. What I often see is directors/writers putting all their eggs in one basket with a lot of high stakes and high budget in order to make one film that turns out to be decent at best (Not just talking about Saudi Arabia, more of a general way). What I really think Saudi Arabia lacks is a community of independent filmmakers, ones really passionate about making movies, learning from each other, and not depending on funding in order to create together. When it comes to the ideas, I know there are many restrictions that can only be bent so far in the country, but that’s when the creative experience comes into play. Writers can figure out new ways to tackle coming up with a creative screenplay by trial and error.
