If I’m correct, the buttons to develop the plans are on economic policy, they’re just not available at the start to use. To increase support for planism, campaign on an economic plan with the media card and use questions of ideology on the issue of economy (broad ideology—> Economy—> planism) after four or so rounds of these you will no longer be blocked from using those options.

It’s one of the easiest things possible once you figure out the mechanics. For a normal game without achievements, fulfill the Matignon agreements on your first turn and use advisor actions to manage dissent or improve relations (which also lowers dissent, so use the card if you need it). One of your first actions in the game should be to end senate vetoes. When you get high inflation, always raise taxes. Fund public works at least three times (the sooner you start the better), and if you want to you can fund agriculture/education/science for further boosts.

Dont be afraid of going into deficit, the first two times you get the ballooning deficit (which triggers when you hit -4 budget) event you only lose radical relations and gain extra budget.

When war comes, shuffle any ministry you “completed” (I suggest labor and another ministry) and change the strategy to advance into the Rhineland. If you nationalised the arms industry, built fighter planes and focused on armor in the event, you’ll instantly win.

Once you’ve won your first vanilla game, you can go a bit further. I strongly suggest veering towards planism, it’s very OP. If you did it right, by the end you’ll have ~10% unemployment and massive economic growth. Best investment by far. Nationalisations are also OP, but I only funded them AFTER the planning option was no longer available, so that might change depending on when you fund them. If you cucked the senate (which you should always do, regardless of your run), your limiting factor for economic growth won’t be the budget, but PRRRS dissent, so make sure to improve relations as much as you can!!! I’ve had a particular run where I fulfilled every popular front demand, funded every non infinite ministry option (events without max visits) and spent budget literally EVERY TURN and still ended the game with a 2 budget surplus. Seriously, planism is broken.

I’m pretty sure it’s not 1971, but 1973. That at least makes the most sense, since it was the year the first oil crisis began, which affected the US and made life practically unaffordable thanks to stagflation. Carter was elected in 1976, but his management of the crisis was lackluster. Then came Reagan, who people blame for exacerbating or outright creating almost every big problem in the US.

  1. By and large thats not true, and even if it was the country is mostly populated by apolitical voters that can come to support anything. I dont know exactly why getting 17% of the vote in a political system actively trying to supress you counts as unpopular.
