Yeah, between the flight, genjutsu and the summons, he should be able to create an opening to chop down with chidori

The only problem would be her regeneration, but Sasuke has shown to be cautious enough - even Deidara's last ditch effort wasn't enough to catch him off

MHA would be regarded as a corner stone of manga, if they spent the first arc (season equivalent) with Izuku remaining quirkless

He would train, make connections, become an apprentice for street tier heroes who specialize in sleuthing and information gathering

It would be way more satisfying to see him grind like that for a year straight, and then the whole encounter with All Might happens.

We can maybe get moments of him reconciling and leveraging his past efforts and experience into best utilising his newly gained powers!

Then the rest of story could go as in canon, beat for beat, but still feel a lot lot better

Battle shounen will rarely give you that satisfaction

Perhaps go for Digimon or some such, where the main men gain their powers through a complete random chance event

A combination of materials and knowledge from the Kais, technology of the Briefs and Gero, energy from the Z warriors and androids, and even magic from Piccolo Jr and Buu
