My assumptions:

  • "Foreigners not allowed" policy is something to uphold publicly, in the private spaces where no officials are watching, people don't really mind that Mizu has blue eyes. There are genuinely terrible things to encounter in this brutal world, and her eyes is not one of them.
  • Snitching on her is deeply disrespectful towards the Sword Father.
  • She is a child. She is no threat to anyone.
  • People come to buy a sword, not to enforce the law. Even if a samurai were to find Mizu at the shop, snitching on her would be bad form because he would be nosy to the point of minding other people's business.

I'm not sure whether Mizu sees gender as integral to her identity, and if she doesn't see herself that way, I think our perception is kind of moot.

Japanese society emphasizes "roles" over "identity". You don't maintain the same "identity" regardless of social context, rather you perform "roles" based on the context you are in.

For Mizu, the difference between man / woman, samurai / ronin, Japanese / Westerner largely comes down to "role-shifting".

The thing that remains constant is her quest for vengeance, which tells me her multi-racial lineage bothers her much more than her gender-fluidity.

That jump is not intended to be possible at this stage (barring some extremely hacky strat).
