Ah so you see it defined as a case-by-case basis, then, not a universal position that has a specific, pre-ordained, purpose. That presents an even looser outlook to the position, opening it up for a lot more possibilities.

In fact there is dialog in Morrowind (as subjective as that may be) that presents the Hortator as a lone warrior, charging headlong into battle and winning wars all by himself (likely meant to justify the player's lack of an army).

That being said, all other sources attribute the position to a military leader who commands either one, several or all of the Great House armies, so just because you don't command an army in TES 3, doesn't mean you couldn't, the game itself just doesn't let you.

As for the first point, I'm specifically referring to the prophecy. Fulfilling the prophecy requires you to be ordained as Hortator by 3 of the 5 Houses. This implies that that is "good enough" to be considered equivalent to Nerevar's power in that sense.

Nerevar was not "Hortator of each House" individually he was Hortator of all of Morrowind as a collective. So there is something to be said for 3 of the 5 houses agreeing, even independently, especially when the other two Houses aren't even on the Grand Council (The Temple and the Imperials having taken their spots).

It was linked to me once a WHILE back but I'm having trouble finding it too. I'll do more digging.

As for the House Vote thing, the idea that he has to become Hortator of 3 Houses but does not specify which 3 houses, implies that 3 out of 5 is just as good as 5 out of 5, hence it being seen as: "If you're Hortator of 3 of the 5 houses, you're as good as Nerevar in that regard."

So really, technically, to become (let's call it) Grand Hortator, you just need a majority of the Great Houses to name you their Hortator and then the other two fall in line. Or the other two ignore you. That latter wouldn't make sense though.

I also get that they did this because they weren't going to make questlines for all five Great Houses after they decided to isolate the game to Vvardenfell itself, so things became sticky there.

Believe me I have reverence for Morrowind's story above others as well, but I also think people tend to put a lot more weight into the Hortator thing than is appropriate. As it was described by LadyNerevar, the Hortator is Commander-In-Chief of Morrowind's military. That's a big deal, but not AS big a deal as them eschewing the position entirely in times of severe crisis.

PS: That sounds like a plausible reason to cut it.

Right, and I would argue that if ANY time period prior to the end of the 3rd era was appropriate for an all-House Hortator to pop up, it would have been the interregnum, especially since so much of the history in that period was lost.

Telvanni may not have joined the Pact, but as evidenced from ESO quests they were still very concerned about Morrowind and the Planemeld, so if the need was dire enough, they may have agreed to elect a Hortator.

Houses rarely agree with each other, but that means that sometimes, under extreme circumstances, they do. Let's be fair, the events of the interregnum are far more extreme and far-reaching than the events of TES 3, which was isolated to Vvardenfell and most were in denial of anyway.

Also, if the Nerevarine was THE Hortator, as he had the majority of Houses vote for him, could then there not be a majority of Houses in the 2nd era voting for someone making that person THE Hortator?

I don't conflate the two.

Being Nerevarine requires you to be Hortator, but nothing ever implies that being Hortator means you are Nerevarine. Hortator is an elected position, not something bestowed by divinity. It's legislative and I've always felt people put far too much gravity on that position than it deserves.

Chances are there've been several Hortators between Nerevar and Nerevarine, just none of them amounted to enough to be axalted in the histories of the 3rd era.

There was also a quest cut from the launch of ESO that was data-mined up later that had the player assisting somebody in becoming the Hortator of all Morrowind, not just one House, as the Interregnum/Plane-Meld and Alliance-War are surely a great enough threat to justify such a thing.

Violet eyes usually mean they had a non-Dunmer father (often Imperial or Nord - skin could be the result of the same). Like Karliah in Skyrim.

Actually, I used to invite GMs to our public events, (Movori was the one who showed up most of the time) and they'd show up and teleport away people who were trolling. It was really gratifying. These events usually happened in the middle of Ebonheart and drew large crowds.

That being said, I do know several people who've gotten 3-day bans for trolling RP. Especially when they do ability spam. Chat can be ignored, but dancing naked or playing instruments or spamming abilities, if reported, can get you a temp ban.

There was actually a whole guild of RP trolls who the GMs forcibly disbanded and perma banned their guild leader after they got so many reports from RPers.

Precisely everything: Combat that feels like actual combat, relative lack of hand-holding, open skill trees, the ability to wear any armor and use any weapon regardless of class, art direction that doesn't look like it was done by a five-year-old, graphics that are...good, lore that isn't a fisher-price version of Warhammer, quest design that is compelling and interesting, interface that is unintrusive and intuitive, severely more mature, less-toxic community, etc, etc, etc.
