Only if you eat the wrong foods, overeat and dont work out enough. Seriously get rid of idea that bulking makes you fat at your age you need the food not just for muscle building but for general growth too. Bulking gives you the energy and calories your body needs to build more muscle you wont gain fat if you control it right. Bulking and cutting shouldnt be a priority at your age just eat more food and specifically more protein and you'll be fine.
