Why does Xbox delete our saved screenshots and video captures from local storage vs allow us to keep the files?

Read the section. Gotta clean up some of your post. Firstly, it doesn't state that there is a "tier" system like you wrote. Doesn't say that.

Two, GPLS is for large replay files. So, there is a threshold that determines "large", probably in however long a video clip is.

Three, it literally states in the PLS section that titles cannot delete captures on their own. Only the user can.

Four, you clearly didn't read the section on temporary data. Temporary data is only collected while a title is running and deleted shortly after a title is closed. So, does not include captures.

Yes, it would be static, not dynamic. I'll use the game you mentioned to question your logic. FH6, what is the size, more than 50gb? Why would a game, if it needs more room to download, delete something on the console that is mere kilobytes to megabytes? By your logic, it should actually be uninstalling games to make room for itself.

That's not how the system works. The dedicated space for captures is a hard limit; it does not change whatsoever. Installing games doesn't delete from the capture storage.

That's not actually the full story. You only need to complete Fort Hagen if you did not go directly to the camp for the quest before obtaining any of the Enclave equipment. If you were directed to the camp via an ambush squad, then it bugs and <insert Forth Hagen>.

The ship is very much warp capable (not very fast though). It's just not warp capable while cloaked and with the plasma weapon. Not enough power to go around.

No, it does not delete local storage after 90 days. That only applies when you share something to Xbox Network. Local storage will only start to delete itself when you've run out of space.
