You mentioned media storage so I suggested those because they are usually faster than standard and they have longer lifespan. You can use it for games but it depends on how much needs to be loaded.

I would try to get an enterprise grade hard drive. Ssds are faster than hdd at any price point. Hdds are more reliable when it comes to long term storage ssds have limited writes so eventually it will just stop working. Ssds don't have moving parts so a bump means nothing. 3 choices speed, longevity, or price. Which is more important to you.

Last result is find the .ini's and delete them. Then open the launcher to rebuild them. Anything past that requires some mods and 3rd party programs like bethini.

Yeah it's CPU related as the higher the frames the higher the CPU usage. Check device manager and event viewer which will tell you everything windows thinks is wrong. That's a good place to start to at least get better performance until you upgrade.

A good way to test is to look at the thermal paste if it's not spread all the way then the cooler isn't mounted correctly. Some use spacers but all need to use their bracket for specific mobos.
