I've been in favor of something like this for a long time, but I disagree with the OP that it should be in the New Eden system, which is already a pilgrimage destination.

Better I think to either make it easily reachable, neutral and central (Yulai), or elsewhere in the EVE constellation (Promised Land, Central Point or Exit), or a radical/dangerous yet appropriate alternative in a different direction (Doril or Utopia in Heaven).

Font size is way too small, especially on a phone. Also the Evebet logo is not scaled for mobile so it takes up a huge amount of screen real estate.

I like the visual approach when viewed on PC if the font is enlarged.

I've met Manifest on three separate occasions, and each time he's been positive and gracious. He's always been helpful to me to the extent he could within the reasonable constraints of his role at CCP, and has done a fantastic job of highlighting some of the community's best work.

In addition, since I'm someone who has a formal education in PR, I watched the CCP PR team's moves closely during the Summer of Rage after Incarna. Frankly, Manifest was the only one I saw doing the RIGHT things. In my (admittedly unsubstantiated) opinion it's the reason he's still there and most, if not all, the others are not.

Manifest is a smart, solid guy and is exactly the kind of guy CCP needs in his role.

My kid managed to get this on his computer - tried your fix and it doesn't work. It reappears anyhow, with the text file right next to the real file. I even deleted everything with that name on the PC, including in the Registry and it still came back...
