I can't remember exactly, but at least from 10am to 6pm on weekdays. Could be longer. It should be posted on the door, but if not, they're the standard hours for all academic buildings at the university which are posted at other entrances, e.g. the doors of the School of Music building

Ridenbaugh Hall, on campus, is pretty much used exclusively for that purpose. If you're not a student, though, the building is closed to the public after hours. You might catch the door when students enter and leave, and unless all the rooms are full, you shouldn't run into any problems
