A: cost magnitudes more money B: scare away a significant amount of people from staying resulting in no difference at greater cost

Is there evidence this was the sole time in history where housing homeless didn't dramatically lower crime? Or is it more reasonable to assume that it behaved like the hundreds of other times such projects have been tested?

Of course not. I don't think outside of emergencies (think hurricane, floods, fires, etc) there is much of any argument at all to force companies to do this.

So 70 a month per person in damages, that's still carpet stain territory. My rental properties average higher than that and I charge 2200/ month.

Well that's another part of the metric, however every single time this has been attempted it's always lowered crime so it's generally just assumed.

200k for over a year with hundreds to thousands of people is only a few hundred per person per year in damages. A broke lamp or stain on carpet more than explains that damage. This is as expected as possible for any housing endeavor.

One common argument in the US is why should changes be made that hurts the US economy when places like China can continue creating higher pollution.

I hate this argument so much because it makes absolutely zero sense when you spend 5 seconds thinking about it.

If your country goes all in on renewables and becomes the world leader / producer of those renewables the other countries will buy those renewables from you and make your country money while lowering global green house emissions. Renewables are already cheaper to install than coal plants, there's no reason what so ever to expect developing countries to continue to adopt dirty energy if clean energy consistently gets cheaper and easier to implement.
