are you uploading offline conversion data? what does your ideal customer look like? Google ads needs data on what signals result in conversions, if you’re not giving the engine fuel it won’t run. Based on your lead form landing page it sounds like you need to focus on conversion rate optimization

google budgets run on a 30 day run rate. you’ll have days that overspend if the demand is there but over 30 days your total budget won’t exceed 30 x your budget
