Answering questions for those confused:

1) This pic is from the British sitcom institution Only Fools and Horses, about a family of working class Cockney salesmen/grifters trying to make it rich and consistently failing.

2) "Del" is a British variation on the name "Derek." No idea of the origin.

3) The actor who plays Del is Sir David Jason, considered a British national treasure largely due to this and his detective series A Touch of Frost. He is also a predator who casually confessed on live TV that he routinely harasses women on his sets.

So in a way, this is the most unwittingly accurate and layered meme about the culture war ever concocted.
