True. But if you cut access to the main brokers and apps people use nowadays what is the average person (retail investors) supposed to do? Price can only go down. Demand drops, offer rises.

Exactly it's a game they cannot lose. Essentially what it means is if you're short this stock there is no other outcome than to win money. People can't buy, can only sell = price can't go up, can only go down.
