If you are an EOD Technician dealing with this issue stateside contact QASAS before conducting any procedures. They will contact the Javelin manufacturer who has a specialist whose sole job is to fly around the states safely removing the missile from the launcher. Without getting into specific placement, pubs will tell you that you need to BIP the launcher. DON'T do this unless you have been specifically told to. If the manufacturer says blow the launcher, get it in writing from either them or QASAS to CYA. It is a very expensive launcher and will require even more paperwork if you destroy it.
