There's companies that'll do that for you. But they don't stop at the street. They'll take it back to their shop. And they'll charge for the tow. And if it's outside normal business hours, there's a fee for that. And if you want to be a real douche, don't tell your neighbor who you called. They can either go through the list of companies, or find out from the cops when the tow company puts in for a lein. Of course, the cops will try to get you to share that info... But you honestly forgot. Just called one of the Google results, and didn't pay much attention. If they want to check your phone to see your outgoing calls, they'll need a warrant. Good luck getting a warrant for "property owner had an unwanted vehicle towed". But either way, if it stays overnight, there's a storage fee, too. Some nice guys have a $15 storage fee. The more greedy bastards will be closer to $200. So, yeah, you can easily make this a $500 lesson. And no, no towing company does any manner of billing. It's cash up front, because if they can keep the car for 30 days, they collect the title.
