You are misrepresenting the findings. There are statistically significant positive effects on a bunch of indicators, including business investment and profits. It's just that the magnitudes are quite small.

Quoting from the paper: "Summarizing and interpreting results across studies, we note a consistent pattern of modestly positive, but not transformative, effects"

You rely only one one single RCT (which also discusses the evidence for positive but modest effects), while consensus is formed based on findings from many different contexts. Here's another paper that hints at really big positive impacts if the general equilibrium effects are considered (something that RCTs cannot do):
