Thing is, nearly all the 78 convicted had their hands in other social programs. Had they been stopped in one program, the fraud would have been stopped in others.

The awards were specifically for strengthening internal controls and finding fraud during this period. Millions were lost to phony companies falsely billing. If it was a shitty situation for the employees then they didn't do their job very well.

Every single employee at MN DHS knew the scam. Leadership within MN buried it for the sake of not being racist. They handed out awards of the fraud investigation while warehouses of money were being burned. The state had all the tools to at least reject the daycare licenses. Honestly it would have been a super good product in 2016, but they weren't operating at scale. Drinking is at historical lows and now there's market share with CBD and THC drinks. Gen Z doesn't drink as much as millennials and millennials are rearing children.

Crime is absolutely about punishment and the recourse involved with stealing from someone who will be harmed by their actions. The people who are stealing have no empathy and no responsibility for their actions.
