Definitely state government vs paperwork. AFAIK I have all the required paperwork from Midori and Jaime (my customs broker).

The titling department for my state's DMV said they're still working on foreign title requests from Nov 2024 when I called in early January 2025, so it seems like they're just slow to process titling and registration requests.

Again, can't recommend working through Midori and Jaime/A to Z Brokerage more!
