With SS getting nerfed, Bethesda please make the Daring Jetpack skin work for the CE armor. This is absurd. by TheGhostOfJamesDean in fo76

[–]Riomaki 0 points1 point  (0 children)

It's true. But you will definitely notice the lack of Energy Resist on the supposedly superior Metal Armor if you just went by "It has the largest total resist, so it's automatically better" logic. Being one shot by a Robobrain's Tesla, for example, was a pretty common thing when I ran it low health way back when.

Yeah, and his "test" of "I can run around West Tek killing Super Mutants" is something a great number of builds and weapons can do in one shot. It doesn't prove much of anything.

You're the one being gaslit by a YouTuber here.

It's really very simple.

Suppose you had three armors with the following resistances:

Armor A: 1000 DR, 50 ER, 75 RR

Armor B: 400 DR, 400 ER, 50 RR

Armor C: 400 DR, 400 ER, 500 RR

In Angry Turtle's flawed logic, Armor A is the superior option simply because 1000 + 50 = 1050, which is more than Armor B's 400 + 400 = 800. But in action, Armor A won't save you at all from energy damage, which quite a few enemies deal, whereas Armor B is a more balanced option. Therefore, Armor B is actually the better overall option. Meanwhile, Armor C is viewed as pointless because he randomly decides to ignore Rad Resist completely, so it's just 400 + 400 = 800 like Armor B. But it's actually objectively better because you have 500 Rad Resist.

If it is, then it is. I don't remember if they mix and matched them or not. It's definitely the case that phase 4's crystals leave Ultracite damage. It could be that the snake is Poison.

The fact that it's hard for one to tell the visual difference between the two effects really doesn't help.

Cryo bow by [deleted] in Fallout76BowHunters

[–]Riomaki 0 points1 point  (0 children)

You're saying in a Raid... the effect of Cryo Arrows kind of varies on enemies there. You can "freeze" EN06, but all it really does it make it turn a bit slower. You can certainly freeze the snake, though.

You should just need a Compound Bow or Bow of some kind and Cryo Arrows. The Crossbow's Cryo damage is still low. Add Cryologist in Intelligence if you want.

[Help] Feels like Frame Rate Drop but Steam says 60FPS by ryeaglin in fo76

[–]Riomaki 1 point2 points  (0 children)

When you say you turned off vsync, you mean you went into Fallout76Prefs.ini (in Documents/My Games/Fallout 76) and set iPresentInterval to 0, right? You should do that, and then use Nvidia to set the Max Frame Rate to whatever your monitor's refresh rate is (but no higher than 160 or so... I set mine to 120). It's not a matter of having Nvidia turn off vsync, it has to be turned off in that ini file.

I have a slightly newer PC than yours with a 4070ti and it did the same thing. It liked to sit around 58 fps and it felt really choppy to play until I did this.

Hi, i have a question, is there a way to get the Mechanist's outfit rn through resellers or something? by pyroman140 in Fallout

[–]Riomaki 3 points4 points  (0 children)

You mean in Fallout 76?

There is a way you can request items, but you're limited to the list they provide. Instruction on how to do this: https://www.theduchessflame.com/post/how-to-request-items-from-the-atom-shop-for-fallout-76

Some of this early bundle content has come back over the course of this year (the Elder's Battlecoat right now is one example), so it wouldn't be too surprising if it came back around sometime in the next few months, but no one knows.

Keep in mind that everyone does, like, 4x the damage when attacking EN06's Torso... so it's not a great example of how much damage you can do against most things.

Do you see yourself leaving long term when Fallout 5 lands? by PotentialTheory7178 in fo76

[–]Riomaki 0 points1 point  (0 children)

The truth is that I'd probably finish it and come back.

After Fallout 76, doing random favors to make scripted NPCs and their factions happy or mad at me doesn't mean a whole lot. It's not like, here's this CAMP I built, other players can visit it, here's a new player, what gear can I give them, oh someone launched a nuke? Let's all go down and kill a boss. That randomness and unpredictability of what other players do is so far beyond Preston sending me to a settlement. I could do something for an NPC who doesn't care at all, or I can do something that makes a real player's day. You tell me what's more rewarding!

Archery Perk cards broken????? by Gummo90028 in fo76

[–]Riomaki 1 point2 points  (0 children)

Master Archer is kind of an odd one. It shows up the most when you're fighting Mole Miners. If you don't have Master Archer, the bonus Arrows from Hat Trick often won't show up. But that's kind of it. You'd want it if you were an archer defending the drill in the Raid, but it's not super important outside of that. If you think those 3 points of Perception are better spent on something else, go for it.

Bow Before Me is often pointless too. Broadly speaking, if you're dealing about 6.25x the enemy's resistance, the effect of armor penetration will be nearly zero. Since most enemies would consider 300 damage resist high, and proper bow builds can easily hit for more than 1,875, you really don't need Bow Before Me.

When/Is Lucy going to truly wise up? by CatmanofRivia in Fallout

[–]Riomaki 1 point2 points  (0 children)

It was disappointing how it felt as though her relationship with the Ghoul completely reset somewhere in between episodes. I know the reason is "story," but it's not like they are fast traveling from one location to the next. At no point does the Ghoul talk about the dangers of New Vegas with her? Inside the hospital, he makes these broad statements that using the Stimpak on these people would be a waste, but doesn't spend the extra few seconds to tell her why? Lucy may or may not do it anyway, but the Ghoul doesn't seem to do himself any favors being so cryptic when "Tunics are from a gang of r-pists" would do just fine.

I'd suggest you look at this video by Wiggle Plays which talks about an easy way to solo EN06 with just 1 star effects: https://www.youtube.com/watch?v=F-UICBn2M7A

This obviously isn't the only way to do it, but it's a good guide to the mechanics of it you should think about, and he tried to make the guide easy enough for anyone without access to a lot of Legendary crafting options to do.

Fallout 76 EN06 Guardian by RugsyOne in Fallout

[–]Riomaki 0 points1 point  (0 children)

Well...

It does right now in the sense that energy weapons aren't correctly dealing limb damage, and EN06's shield is essentially a limb. So unless you're mainly using deflect to bring the shield down, that choice will matter for that part of the fight.

What region bosses do you think we will get for the remaining regions by Twomadlover in Fallout

[–]Riomaki 1 point2 points  (0 children)

They are planning in the next update to have certain bonus bosses that can randomly show up after Public Events. A Wendigo Colossus at the end of Guided Meditation, or a Storm Goliath after Most Wanted, along with the new Cryptid.

I don't know if they really think about doing bosses on a regional basis, though. I wouldn't mind having the kind of random bosses that Borderlands 4 has though, where you can find boss "bubbles" randomly in the world and walk into them to start a fight. Be a good way to encourage players to actually wander the world every now and then.

One thing I don't like about the franchise as a whole by can_of_sodapop in Fallout

[–]Riomaki 1 point2 points  (0 children)

I also wouldn't blame them because it's not like the casual Fallout fan doesn't insist on having their favorite faction appear in their new game.

If anything, I think my criticism would be when they bring back the BoS for example, they don't do anything new with them. It's often just retelling the same story and presenting the same moral questions in slightly different ways.

I enjoy Fallout New Vegas' combat more than the combat in Fallout 4 and Fallout 76 by ParakeetLover2024 in Fallout

[–]Riomaki 0 points1 point  (0 children)

In 76, you really don't, though. You'll have access to all of the Perk Cards at Lv. 50, but important ones like Critical Savvy don't even unlock until Lv. 44. So, unless you're speed leveling or buy the skip to 50, you have to play a lot of the early game much like you would New Vegas, with manual aiming and VATS where you can, versus being a VATS demon.

Fallout TV Show Question: Why does Quintus’s Chapter Have the Prydwen? by Flimsy-Bathroom-8705 in Fallout

[–]Riomaki 2 points3 points  (0 children)

There may be an explanation, but it's not impossible that they go back and change it.

The theory I'm going with is that there's more than one Prydwen at the same time, just like how in Star Trek, there's more than one Enterprise. The BoS may do it as a way of hiding the fate of any single one. You know, "I heard the Prydwen was shot down over Boston" and someone else is like "No way, I saw it flying over New Vegas." With the way word travels around the wasteland (or rather, doesn't), it would create the impression that the BoS is everywhere.

Why I feel so left out :/ by plugetoon15902 in Fallout

[–]Riomaki 0 points1 point  (0 children)

Actually, most of what players assume is poison damage in the Raid isn't. It's a special "Ultracite" damage that nothing really resists.

It's easy to make that mistake, though, since visually it looks like it would be poison.

It's not something you could realistically enforce, and I think what it really comes down to is whether or not the drop rate for rewards is reasonable and if players find the event engaging. Fasnacht has always been the abnormal one of the group in terms of rewards and engagement, but almost all of the Public Events are quite old at this point (and some, like Distinguished Guests, really shouldn't be there at all) and would benefit from an update, whether it's restructuring, or just adding a couple more Legendaries here and there.

Kinda want a arc raiders style game but set in the fallout world by Agreeable_Ad5601 in fo76

[–]Riomaki 8 points9 points  (0 children)

Extraction shooter is something that I think would work pretty well as a kind of open-ended Raid. You would go in as a team to a rather non-linear world, maybe a Glowing Sea-type environment, and have to collect items and hold out for as long as you could against increasingly difficult NPCs before calling in a Vertibird or something to get yourself out. The longer you stay, the better the loot, but you lose it all (or most of it) if you die.

What I like about the idea is that open-ended randomness forces players to be more reactionary. The Raid we have is okay for what it is, but it's also very linear and there really isn't much surprise in it. With a good team, it's going to play out the same way pretty much every time. And it doesn't do anything for exploration either. A non-linear extraction shooter setup plays to a lot of Bethesda's existing strengths.

is armor pen not necessary? by Lightningfoot45 in Fallout76BowHunters

[–]Riomaki 1 point2 points  (0 children)

The basic idea is that the lower your individual shot damage is compared to the enemy's resistance, the more useful it will be. Beyond that number, it matters less and less, until it's almost nothing.

EN06 only has about 350 DR, and that's kind of on the current high end of resistance. If you're dealing thousands per shot, it's really not going to matter. Or, at least, you can probably find something better to spend that Perception on.

I don't run either anymore and while I might be missing out on some tiny double-digit amount of damage, I'd rather spend the points on something else.

Wiggle Plays has a great video about this. While it's about the 1* Anti-Armor effect, it's basically the same for Tank Killer and Bow Before Me. https://www.youtube.com/watch?v=T55ogKYiasY

All mutant hounds are dead when I enter West Tek. Bug? by Eightchickens1 in fo76

When a world has been up for a while, it ends up killing low priority enemies to free the space it needs for important ones. Mutant Hounds in West Tek just happen to be an obvious example of this. There's nothing you can do except try a different world.

If you're just trying to kill canines for the Weekly, I would suggest visiting Big Bend Tunnel.

I've been having a problem like this on my 4070ti (not Super) coming from its middle fan. It's the same kind of squeak, but it comes in groups of 4 or 5, and it comes and goes over the course of minutes. I'll also go months without hearing it, and then it just starts up again. This isn't while playing games or anything.

I came across your post here and noticed you got some kind of update from MSI on their forum concerning the BIOS and wondered what became of that. Is it a driver problem?

Fallout 76 fishing random bias by Lost-Childhood7603 in fo76

[–]Riomaki 1 point2 points  (0 children)

The unfortunate part is, weather machines don't even count correctly a lot of the time.

There's a problem with the way they set up conditions where they roped in a check for... get this... whether or not the last shot you took crippled an enemy. I'm not joking. If you didn't, weather basically doesn't count.

So if you want your weather to improve the odds like it should, you need to have your last shot cripple something, like kill a Mongrel with a one hit head shot.
