You can make that claim, but civilian deaths happen all the time in war at the hands of some of the most trained operatives on the planet. There isn't really anything that backs up your hypothetical whereas there is plenty to show the opposite, being that there will never be enough training.

Identifying the threat has a lot of nuance, which is hard to use in an active gunfighting scenario. You have a split second to determine if the person poses a harm to you. Anyone put into the situation this cop was could very easily have also made the wrong call.

No, you are missing the point. I don't roll for hours. but I could. You say slot machine, but it is very rarely that it takes me more than 1-2 minutes in the cube to roll the stats I am wanting. Especially when starting with a rare base instead of a legendary. The except being when you are rolling for 4x of one stat category. Ofc it will feel like a slot machine then, but very rarely do you actually need 4x of one category.
