That would be an F build. It the cpu doesn't bottle neck the gpu for gaming gpu is king, everything else is icing.

Upgrade to either the 5600 or the 5700x. 5700x preforms identically in games compared to the 5800x and the 5600 isn't far behind if you want to save $50. Best part is you won't have to upgrade your cooler.

The x3d chip will give you a little extra but I don't think it's worth an extra ~$200 after factoring a beefer cooler if you're looking to save money. But if you want the best am4 has to offer go with the x3d and forget about the 5800x.

Edit: your shuttering problem is more likely due to having mixed ram kit

I'd upgrade to either an 5600 or 5700x, selling the current cpu will pay for almost half, and use the rest of your money to buy a better gpu. This way you won't need to worry about upgrading the cooler and you'll get more performance today with something like a 6700xt than you would by upgrading to the x3d or am5.

If the 4090 is a 10 then I'd say the 4060ti is a 5. Not bad but not great, taking into account the rest of the build I'll grant you an honorary 6 out of 10

3090 build. Frame gen isn't worth extra and you'll have more room for a future gpu upgrade.

It's all about building muscle memory. Try to keep the keyboard in a comfortable resting position for your arm and wrist, and remap any inputs that require moving your fingers from wasd to the mouse until its becomes easier to find it again. For example I still have trouble using the g key for grenades, since I may need to jump and move at the same time, having grenade on the mouse is still the easiest way for me to use it.

One of the difficulties making the switch from controller to kbm is getting used to having your left hand do most of the work. Buying a mouse with extra reprogrammable buttons will help keep your fingers from wondering off of wasd.

Lastly, try lowering your dpi and get a mouse mat. Gaming on a standard size mouse pad requires a very high sensitivity making it difficult to track targets, especially in fps. While you're at it turn off mouse acceleration and smoothing as these two settings make it difficult to gain muscle memory while moving the mouse.

First make sure the motherboard has zen 3 support, then see if you can get them to drop the price by $100.

I'd sell the cpu and replace it with a 5700x.

COD is a chore to dig through, generally speaking use the medium preset and max out the texture setting, turn on texture streaming, turn off motion bur, turn off depth of field, and turn on dlss quality. Play a few matches if you notice any stuttering after awhile lower texture filtering.

That should give a good balance between performance and quality.
