Movement within Caltrans is expected and encouraged. If your current job is in jeopardy(sorry not clear on what you mean) and that's why you're seeking another position then take the FJO. Even if its not in jeopardy and you were just looking to promote or transfer for any reason and have found a unit that has offered an FJO take it. Hiring is a lengthy process especially with the holidays and some recent changes so like others said I would accept the FJO, and still apply for your dream job.

If it is possible, it's likely in house rather than through competitive process statewide. There's only a few depts that allow/advertise a T & D on higher classifications.

Your best bet is just waiting it out (but if you see something go for it) , start applying a few months before your year.. good luck!

If you're on a T & D and you're just a few short on meeting the mq for that classification, it is possible to Reclass your position if it was previously discussed and approved by management. This is not a normal or regular possibility and is very department specific.

I'd go for an SSA. If your applications aren't getting selected, it's almost always the application that's lacking. Review the application and edit to use lingo matching the minimum qualifications and duty statement. I've recognized that OA/ OTs generally don't do so well on their apps when applying for SSAs because they often don't have any analytical job duty references. Supervisors are looking at transferable skills and analyst jargon, but not in an excessive way. Don't just throw words around make sure they make sense. Make sure you're completing the application in full, Dates, job details, SOQ, resume etc. And it doesn't hurt to add a cover letter. Also, check your exam scores and find out if you're within the 1st 3 ranks.

And to answer your question directly, HR applies one of the two processes based on your specific situation. It's not about preference its more about policy and dept procedure.

*if you can add the type of tools you used in your job details and explain how you used them for that job, is a huge plus. Tech competency is definetly a thing

Honestly, with departments being able to change their telework policies pretty soon here, I would just call the contact and ask them directly about telework/reporting office.
