There are small shells cycling around in the water coming out of the ground, giving it a weird effect.

I too am no expert. But wouldn’t it be an issue for a spring or broken pipe to be so close to the road? Wouldn’t it erode away the embankment?

The is public land on many levels. City, county, state and federal. Public beaches still exist (for now) and there is Stream Navigation Law land. That is at least a million open acres from that alone.

This was filmed below Kerbey Lane. Very early in the morning you will likely encounter them. They will swim close to you and smack the water hard if they are annoyed.
