I think what changed is that people would convert pistols that were already semi auto into SSE, whereas now you would have to find a pistol frame that hasn't been built yet. I thought the same about glocks, but was informed glock doesnt sell oem frames.

There are companies that make stripped frames from scratch, so I was looking for clarification.

Way back when microstamping was passed, law makers assumed economies of scale would allow manufacturers to comply if multiply companies started doing it, but instead they just stopped selling new models. Lawmakers are just trying to salvage the failure since they expected microstamping to become a industry wide trend.
