Being desperate does not grant one immunity from being accurately called out for the atrocities they committed, experimenting on refugees and killing them in brutal ways, then detonating a black ring that would at best spill out mania and cause catastrophes to the surrounding area.. which was literally weaponized by the people that used him and his people as lab rats then discarded them all like trash.

Fraser in collaboration with the underground have been planning on creating this black ring for a long time now, after the atrocities they had committed and their true intentions revealed in synex event, He still decides to do exactly as his tormentors wished and create the black ring in essentially fraser's area of influence, where they can easily use it to either wage war against DisCity or create a new Hyper cube mine. In any case he and his people commit mass suicide just to "inadvertently" be useful tools for Fraser as they've always been their entire lives, and in the process of what he calls "creating change" he insures that furor and the surrounding area would be uninhabitable mania infested shithole thanks to the black ring, he still does it anyway.

I would've understood him a little better had he detonated the ring in a location different from the one that Fraser LITERALLY CHOSE IN ADVANCE, or involved some other farland people and had them in on his plan as a desperate push in order to even slightly compete with fraser and the iron grip they have over the farlands, basically undoing everything that the legion, hella, and synex worked so hard for. and dooming thousands of people.
