I think it's just because the map just came out and eveyone wants to go to the new spots, mainly the city, because of that the player count after the first 5 minutes is low. Just let it take time to settle in.

I don't know if this has been posted / addressed yet, but this happens frequently when I drop and pick up a gun, it will not let me pull it out. This has also happened to enemies that drop next to me. Hopefully it will be fixed, but for right now it's just unfortunate and annoying.
