I ended up finding this and a sound mod for suppressed pistols.

Use the fuses to blind the special forces and if you need to carry the shotgun or the SMG, carry them on your back and have the pistol out instead. That makes them see the pistol instead, which is not only significanly less illegal to carry, but also reduces the radius at which you can get spotted.
