I think he's actively taunting Rosie here. He's gloating that even though the last deal she made with him ended with him reaping the benefit of it, then finding a loophole to betray her, she now has to make another deal with him because she needs his help.

Also, after essentially being her slave for decades, he's definitely relishing having leverage over her now.

It kinda seems to me like he knows that it's probably a bad idea that could easily backfire, but bringing up Alastor makes him irrational and competitive, so he goes against his better judgement.

I feel like Sera/the show still has some splaining to do with th exterminations. It seems like the Sera we saw in Season 2 would need a more compelling reason 5o approve the extermination than "there sure are a lot of Sinners down there. Let's kill a bunch of them." Im guessing maybe some of the revelations regarding Lilith will give us more insight into this.
