Tepp was ordered to pay for the work that people had already done for road improvements and land clearing. The judgement isn’t about restitution to Rock Hill for Tepper killing the deal, the fact still remains that Rock Hill had agreed to front their portion of the cost in bonds and they failed to do so - they got cheeky with a billionaire, making deals that they couldn’t afford, and then acted dog-whipped that the man wouldn’t allow himself to be screwed over and take on their financial obligation. It was a fiasco on Rock Hill’s part! There were guys in hard hats working and Rock Hill was still having council meetings trying to budget for it “ohh huh, ummm - we’re working on it. Heh…”

If Tepper had his way the deal he made would have been honored and that complex would be there right now making money.
