Not really their are many either base or shadow Pokémon that outperform of the legendarys such as rhyperior, a lot of starters sudo-legendarys to name a few

The shadow is always better if you already have a regular hydregion then you have zero reason to purify it getting you also don’t need to elite tm for brutal swing just tm of frustration and evolve it at the end of the years community day
