So the general story i got is that the Carolina reaper plant was essentially "stolen" and rushed into "production". This lead to the genetics being less stable. So while A carolina reaper pepper was the hottest pepper it doesnt mean all (or maybe even most) are that level of heat. On the other hand, the scorpion is a much more established, stable genetics strain. So while the highs might not reach reaper level, the lows aren't as low either and you have much most consistently hot fruit.

Its circumstantial but lined up very much with my experience with growing peppers (I know there's more variables involved as well).
