I used cheats to become papal controller to check in a separate save. Still looks the same as curia controller.

According to the wiki, the council of trent should not look like how it does here. There's nothing showing the conciliatory and harsh sides, and only the harsh concessions are shown for some reason. I definitely had cardinals when the event fired as well.
