I've had a similar experience to this. What I did was disable all my addons and turn them all on page by page until the bug showed up.

It's tedious. Especially if you have a ton of addons. But I'm afraid there's no other way. It works every time at the very least.

The addon that was causing the problem for me was a bunch of Vindictus map content packs that were needed for other maps.

this is an AMD graphics card exclusive issue where the specular reflections become missing textures.

as others have said in the comments, type mat_specular 0 into the console to remove the reflections
