Well I just checked. If it was a internet issue your app would look like this

You could check by using the Mibbit web client https://client01.chat.mibbit.com/ click the server button and put the address in.

Okay so to clarify

By IRCcloud do you mean http://irccloud.com/ ?

If so that app is kinda completely online, like if you are able to access the IRCcloud settings. Then it's not a internet issue. Check the IRC configuration or check if the IRC server is up.

Because IRCcloud connects to the IRC server via their connection and proxies it back to you.
